If you have a D Class license, upgrading your D Class license to an E Class license from different states requires the abstract/driving record from the respective state.
2 / TLC Application Submission
3 / Complete 24-hour TLC Driver Education Course

4 / Complete 3 Hr Wheelchair Accessible Vehicle (WAV) Course

5 / Take TLC Final Exam (2 hour)

6 / Complete your Defensive Driving Course (DDC)
Note: Defensive Driving Course has to be done every 3 years.
